The Journal of International Cooperation in Education (JICE) is a peer-reviewed, open access journal that engages with empirical, theoretical and methodological discussions on educational policies, systems and practices in the global South. Since its official launch in 1998, JICE has been an alternative venue for generating non-Western-centric knowledge in educational development. JICE aims to contribute to accumulating field-level knowledge, policy-making and development strategies in the global South while espousing an unconventional mode of international cooperation in education.

Aims and scope

The Journal of International Cooperation in Education (JICE) is a peer-reviewed, open-access journal that engages with unconventional approaches to educational development and knowledge generation. Embracing untapped intellectual resources to problematise the dominant mode of policy-making and practices in the global South, the Editors welcome papers that:

  • Reflect and analyse the past, present and future of the global educational policy architecture from unconventional critical perspectives.
  • Discuss sustainable forms and practices of education in the global South drawing from critiques of the dominant development paradigm.
  • Bring voices of diverse stakeholders involved in International Cooperation in Education such as practitioners, grassroots organisations, and policymakers in addition to scholars.

In an effort to suggest an alternative mode of development, the Editors encourage authors to challenge the dominant approach to academic knowledge production; we welcome contributions that transgress the conventional forms of scholarship in their analysis and/or presentation.

Journal of International Cooperation in Education publishes original research articles based on empirical data, as well as theoretical, conceptual and methodological papers, research notes and book reviews.

Journal of International Cooperation in Education operates a double-blind peer-review model. All articles undergo an initial assessment by the journal editor. If they are considered suitable for peer review, articles will then be a reviewed by a minimum of two external reviewers to assess its suitability for publication. Final responsibility for editorial decisions rest with the journal editor.

All articles in the Journal of International Cooperation in Education are published Open Access under a CC BY 4.0 licence. For further information on licencing please see the author guidelines.

Journal of International Cooperation in Education is published by Emerald Publishing on behalf of Center for the Study of International Cooperation in Education (CICE), Hiroshima University, who owns the title.

Journal of International Cooperation in Education is published under a platinum OA arrangement, in that all charges for publishing an OA article in the journal are funded by Center for the Study of International Cooperation in Education (CICE), Hiroshima University. Therefore, there is no charge to the author.

  2. Governing Body: The editorial team is appointed and managed by Center for the Study of International Cooperation in Education (CICE), Hiroshima University. The journal is governed by the editorial team in collaboration with Emerald Publishing.
  3. Peer Review Process: The journal operates a double-blind peer-review model. All articles undergo an initial assessment by the journal editor. If they are considered suitable for consideration, articles will then be a reviewed by a minimum of two external reviewers to assess suitability for publication. Final responsibility for editorial decisions rests with the Editor-in-Chief of the journal.

  5. Copyright: All articles in the journal are published Open Access under a Creative Commons Attribution license (CC BY-4.0). This allows authors to retain copyright of their work whilst others can share, use and build upon this work created as long as appropriate attribution is given.
  6. Author Fees: The journal is published under a Platinum Open Access arrangement, in that all costs associated with publishing an Open Access article in the journal are funded by the Center for the Study of International Cooperation in Education (CICE), Hiroshima University. There are no Article Processing Charges to the author(s).
  7. Allegations of Misconduct: All journals published by Emerald are members of and subscribe to the principles of the Committee on Publication Ethics. In the event of any allegation of research or publication misconduct the publisher and editor will adhere to COPE guidelines in dealing with such allegations.
  8. Conflicts of Interest: Authors are asked to declare any financial or ethical conflicts of interest upon submitting their work to the journal. Difficult cases will be referred to the Committee on Publishing Ethics (COPE) for advice.
  9. Frequency: The journal publishes two issues per annum.
  10. Access: All journal articles are published Open Access on EmeraldInsight.com - http://www.emeraldinsight.com/loi/jice under a CCBY 4.0 licence (please see section 5).
  11. Revenue sources: The journal is published under a platinum Open Access arrangement, in that all costs associated with publishing an Open Access article in the journal are funded by Center for the Study of International Cooperation in Education (CICE), Hiroshima University.
  12. Advertising: The journal does not accept direct advertising
  13. Archiving: Emerald provides perpetual access for all e-journal content by working with digital preservation schemes Portico, LOCKSS and CLOCKSS.
  14. Direct marketing: On occasion the journal will use direct marketing activities (primarily email campaigns) to raise awareness of the journal and to invite authors to submit articles. Marketing activities are conducted by Center for the Study of International Cooperation in Education (CICE), Hiroshima University unless otherwise agreed with Emerald.
