Introduction
UNESCO and many countries have concerns about educational quality and equity. The former relates to students’ well-being and the preparation of human capital for the future, and the latter concerns social justice and rights of education. Since the 2000s, China has initiated a series of educational reforms to address quality or educational equity in the preschool education, basic education, and higher education stages. The reform strategies include transforming private educational institutions, regulating school choice, and promoting inter-school and regional collaboration, simultaneously resulting in educational quality and equity witness tensions in many countries, including China.
This special issue thus aims to explore how China enhances educational quality and equity in different educational stages and what the experience and challenges are. This special issue explores how China’s preschool, basic education, and higher education have been reformed to address the two issues. The special issue will systematically examine the policies, strategies, and tensions of the aims of enhancing educational quality and equity from Chinese and international scholars’ perspectives.
