Special issue call for papers from Evidence-based HRM

Background to the Special Issue

In most OECD countries there is a pronounced political will to swing away from general schooling to more options in vocational education and training, both for fiscal reasons and persistently high levels of youth unemployment. In contrast to the political interest, scientific interest in vocational education & training (VET) has been limited in the last decades, and therefore evidence on important human resource (HR) issues related to VET is still rather scarce. The aim of this special issue is to fill part of this gap by providing new insights based on empirical research on issues that link VET with personnel economics. As there are currently only few journals that cover such topics, we expect that this special issue will get much attention, not only in the scientific but also in the business and political communities.

We encourage submissions of empirical papers that address (but are not limited to) the following topics:

  • The make vs. buy decision (i.e. training investments in low-skilled individuals compared to hiring fully qualified workers from the external labour market)
  • Mismatch in employer skill requirements and employee competencies
  • Effectiveness and efficiency of different screening schemes (e.g. probationary periods, internships, apprenticeships)
  • Vocational education and training and subsequent labour market outcomes and career success
  • Productivity/profitability differences of university graduates and individuals with a post-secondary qualification (e.g. apprenticeship programmes)
  • Skill formation in multinational enterprises
  • Local labour market effects on human resource education and development strategies
  • Human resource education and development in countries without a traditional (dual) apprenticeship system
  • Hiring of apprentices in the light of demographic change
  • Local supply of apprentices for dual training programs and the supply of local full-time schooling alternatives
  • Evidence on dropouts in vocational education and training
  • Gender inequality in vocational education and training

Submission Process

Submissions should be 6000-8000 words (excluding references). Papers will be reviewed following the Evidence-based HRM double-blind review process.
