About the Author

Dr. A.C. Prabhakar is a professor at Universiti Utara Malaysia. Previously, he served for seven years under the UNDP. He is Editor-in-Chief of International Journal of Advancement in Education and Social Sciences. Dr. Prabhakar obtained a PhD degree from Jawaharlal Nehru University, Delhi. He is a member of the UN-based think tank for the South Centre, Geneva.
